Government says registration of citizens plays a key role in national planning.
Minister of Home Affairs Stephen Kampyongo says this is why government is determined to ensure that all citizens are accounted for using national registration tools.
Mr Kampyongo was speaking in Mauritania when he chaired the fourth conference of African ministers responsible for civil registration.
Mr Kampyongo told delegates that Zambia has made progress in dealing with civil registration and is decentralising the issuance of vital documents to citizens.
He said government will ensure no one is left behind in terms of civil registration.
Mr Kampyongo said the government is investing heavily in the system and will continually modernise the process.
